Most states follow federal OSHA requirements. However, 22 states and territories operate their own complete OSHA-approved State Plans, and seven more run plans that cover public-sector workers only, each with slightly different enforcement agencies. Arizona operates its own OSHA-approved State Plan through the Arizona Division of Occupational Safety and Health (ADOSH), covering most private-sector workers and all state and local government workers. The plan enforces HAZWOPER requirements that must be at least as effective as federal OSHA 29 CFR 1910.120.

California HAZWOPER Training State Plan
California operates its own OSHA-approved State Plan through Cal/OSHA (the California Division of Occupational Safety and Health), covering most private-sector workers and all state and local government workers. The plan enforces HAZWOPER requirements that must be at least as effective as federal OSHA 29 CFR 1910.120. Cal/OSHA adopts the federal HAZWOPER standard and adds its own state-specific requirements, so training in California must meet both federal 29 CFR 1910.120 and applicable Cal/OSHA rules.
